The Union Budget 2011 was presented on February 28, 2011 by Finance Minister Pranab Mukherji, in the background of Indian economy swiftly coming back to a broad-based growth recovery path. The task on hand was to ensure that the continuance of recovery is aided through policy actions, on the one hand, and, on the other hand, to balance the growth trajectory with the rising concerns on inflation.

As per the Budget statement, the fiscal policy will continue to be guided by the principles of gradual adjustment from the fiscal expansion undertaken during the crisis period in 2008-09 and 2009-10. The path has been slightly front-loaded to help the government in reducing the debt to GDP ratio at faster pace that, in turn, will help in unlocking more resources from government revenue in future to be used for developmental programmes instead of debt servicing. In order to achieve the enumerated accelerated fiscal consolidation path, the government has focused on expenditure correction in 2011-12.
